Universal health coverage (UHC) means that all people have access to the full range of quality health services they need, when and where they need them, without financial hardship. This requires health workers with optimal skills mix at all levels of the health care. Women make up 70% of the health workforce, yet only 25% hold senior management roles. This is partly due to discrimination, power imbalances and inadequate capacity building for women.
