The World Health Organization’s (WHO) Prequalification (PQ) Program plays an essential role in facilitating access to safe, effective, and quality-assured products in low- and middle-income countries. Yet despite its importance, the PQ process remains confusing for many product developers to navigate, and the needs of and demands on the program are constantly evolving, as is the regulatory landscape surrounding it—raising important questions on how the program can be made more fit for purpose for today’s product development and regulatory ecosystem.

The report—which is informed by a quantitative analysis of the timelines of more than two dozen prequalified products and qualitative interviews with WHO staff, product developers, and regulatory experts—presents key findings on successes and pain points of the PQ program and offers actionable recommendations to WHO to continue to strengthen the program’s impact.
